1996 - Geiger Correction Center Spokane WA USA Chaplain Don Russell creates the Spokane Outreach
Center to minister to people after release from Jail. Chaplain Don creates an online internet ministry to serve released inmates.
1996 - Lome Togo Africa Amegble Kossi Zephyrin. God is training, calling and leading toward
a powerful ministry serving the people of Togo.
In 1999 Zeph contacted Chaplain Don via email. The contact occurred through the internet
ministry of SOC. A relationship began that led to the purchase of land for Pastor Zeph's church in January of 2006.
This is the birthplace of a vision. On this land an outreach ministry is slated to stand. A center reaching out to villages
in Togo Africa, planting churches, preparing Pastors, caring for orphans and moving out in God's heart.
